The template for the Patron messaging preferences in the Patron Edit screen
falsely states that Category Level Preferences are applied to the patron on
save, if the patron does not select any messaging preferences.

No matter how I test it, it never works. 

I suggest that we either eliminate this message, or actually make it so that
this statement is true.
