Bug 8519 - Remove zebraqueue_start.pl script

Asked by wajasu, remove remaining obsolete zebraqueue stuff.

About the koha-common package, I think I'm not sure what actually is
inside of it :-D Last time I saw it, I found it setting a cronjob
that looped around enabled instances and run rebuild_zebra against them.
