Add system preferences to configure the mobile view.

Here a new version of the preferences patch with corrected templates and the
preference SQL included. 

I tried to base it on all your other patchs, but couldn't get the ccsr theme to
work correctly, so the features of this patch could not be tested completely.
It seems there's no fallback on the prog theme for some files (opac.css for
example).
