This works exactly as described, it pops up a list you can search on, and the
search works. 

Their appears to be no noticable performance hit on the page load.

Passes xt/tt_valid.t
xt/author/valid_templates.t
and
xt/author/translatable-templates.t

While we could put the js in its own file. That is a QA decision, I'm happy to
do an initial signoff
