I agree with that. But it is not the purpose of this bug, which is only to
remove duplicated code (ok, it also adds the possibility to give a reason for
cancellation). It should not block the patch to pass.

Order cancellation does not imply deletion of biblio record. You can cancel
your
orders and keep your records. I don't understand how it could make testing
easier.
