We implemented with the capital C for permanent location, editing the default
MARC framework to add 952 C, and defining that like 952 c, referencing
authorized value for LOC, and displaying on tab 10 (items(10)) so that it
appears on the "Edit item" screen. 

Not sure if this breaks any of the CART functions.
