Bug 3456: Show internalnotes when receiving serials

To test:
1/ create a subscription with a nonpublic note
2/ go to receipt page
3/ you should see "Nonpublic note: NOTE" under "Serial edition TITLE"
4/ remove this note and go back to receipt page
5/ "Non public note: NOTE" should have disappeared
