Half is, Test::YAML::Valid is needed in 3.8.x but not Cache::Memcached::Fast

(3.8.4 use Cache::Memcached). Which reminds me, if 3.10 is switching we should
remove that unneeded dependency.

Ill rework this patch to just add the dependency on Test::YAML::Valid and push
that.
