It is not tools/import_borrowers.pl but tools/modborrowers.pl. I did not update
the commit message, sorry.
In acqui/neworderempty you can test the statistics (1 and 2) values after
selecting a fund (this one has to be linked to 1 or 2 authorized value(s)).
