Are you saying we should change the behaviour or add a syspref to let the
library choose ? The library that sponsored this development wanted that way,
and I think most of our libraries will be happy to have it that way.

OTOH, I think that, it's like the HomeOrHoldingBranch syspref, some libraries
could be interested by the other behaviour (ie= AV depends on the object
library, not staff user's branch. I'm not sure I see one of libary needing it
this way, but why not.
(just to be clear: I don't thin we will do that in a predictable time, as none
of our library is requesting it for now)
