Hi,

Installing new languages is described in the wiki at 
http://wiki.koha-community.org/wiki/Installation_of_additional_languages_for_OPAC_and_INTRANET_staff_client

You need access to the command line to run the translation scripts. 

If there is no po file for the language (no existing translation) you can
request adding the language on the translation mailing list.

I think your question is more of a support question and not a bug or feature
request, so I am closing it.
