Bug 3087 updated koha-conf.xml so the MARC flavour is configurable:

-         <backend syntax="usmarc" name="F">
+         <backend syntax="__ZEBRA_MARC_FORMAT__" name="F">

But debian/templates/koha-conf-site.xml.in was not updated, so it is still
hardcoded to usmarc:

        <retrieval syntax="usmarc" name="F"/>
        <retrieval syntax="usmarc" name="B"/>
