[Koha-bugs] [Bug 9220] Unchecking "create SQL reports" prevents staff member from being able to run reports

Tested to verify (on current master, 3.11.00.005) with follovwing steps:

1)
Create user "reportrunner"

2)
Give following permissions only: 
- catalogue 
- execute_records

3)
Run reports:
- Previousely saved report: OK
- Patrons with most checkouts: OK
- Patrons with no checkouts: OK

Result: Can not reproduce the problem.
