It's working correctly in 3.6.10, so I think we can't just remove the feature.
I agree most of the time it's confusing, but I can imagine that the values
might make sense for libraries that are using itemtypes and collection
codes/locations in a special way. For example if your location is something
like a department of your company. I checked, the element has an id - so it
should be easy to hide with CSS:
