Yes but it is just a proposal.
With 2 bugs, one is a feature, the other one is a code refactoring.
This way of doing allow not to block the feature. If you provide a big patch
with the feature and the code refactoring I am under the impression that the
patch will not be pushed in master before several months :)
But the choice is yours!
