Sophie,

I think you may have confused this feature with record overlay, which is
similar, but not what this is supposed to do. This is for when you specifically
*do not* want to overlay records, but the library has items with duplicate
barcodes (I have seen this). The behavior you describe is exactly what this is
supposed to accomplish.
