Tested:
- with and without cookie set
- different language codes

http://.../cgi-bin/koha/opac-changelanguage.pl?language=de-DE
will directly open the German OPAC.

http://.../cgi-bin/koha/opac-changelanguage.pl?language=en
will directly open the English OPAC.
