That's not a bad question actually.

I don't feel the need to have them restricted - but I can imagine it might come
up *someday*.

I'm "ok" with leaving it the way it is now - all being able to edit all
notices. In theory, librarians with tools permissions are grown ups and will
know not to touch other people's things.
