with independantbranches on, I get the following when trying to issue an item
from another library: 

Software error:

Can't use string ("CPL") as a SCALAR ref while "strict refs" in use at
/home/liz/kohaclone/C4/Letters.pm line 124.

It is fine with independantbranches set to "don't prevent."

Otherwise, functionality seems unchanged
