That's a process change for some libraries where the cataloging and acq happen
in different departments.  Many libraries subscribe to services like OCLC and
import batches of records to overlay the brief records entered in acquisitions
and the overlaying process is not foolproof (as we know) and so sometimes
you're left with duplicates.  The merging process should check before deleting
a record to make sure that it's not breaking anything (like the fix we put in
place that merges holds when records are merged).
