You will be happy to know that with CircControl set to "the library you are
logged in at" the notices all work the way one would expect.

This also means that for other values of CircControl, they work properly too.

So, that puts "wrong branch in notices" squarely in the "fixed" column.

Fixed: 
* branch is correct on notices (dependent on CircControl, that will need to be
documented).
