Hi Sam, 
yes, the solution is this simple - but people forget all the time. To make it
worse this is different from how other parts of Koha work, where you don't have
to care about selecting the branches, because your current branch will be
preselected. The behaviour should be consistent in all parts and modules of
Koha.
