Just giving this a bump because a library has made a good point to me today. 
If an auditor comes in to the library and sees a lot of write offs on a patron
record they're going to want to know why and there is no way to leave this note
as to why you're writing off a fine anymore.  I'm upping from low importance to
see if someone can get this field back in to the system.
