Issuingrules uses '*' as a wildcard to say "default".
The branch_borrower_circ_rules and default_branch_circ_rules could use the same
method to define the default behaviour.

It means the tables default_branch_circ_rule and default_circ_rules would
become useless and the behaviour more consistent
