I'm not sure what to do for 1.:
In acqui/acqui-home.pl: Avail = allocated - (ordered + spent) (ordered and
spent do not include child funds)
In admin/aqbudgets.pl: Remaining = allocated - spent (here, spent include child
funds, but column indicate "Base-level remaining")

What should we have in these columns?
