Suspecting this recently pushed patch from following:

Koha installation crashes on not existent directory: var/spool.
This was a dev install.

chmod: cannot access `/usr/share/kohadev/newclone/var/spool': No such file or
directory
make: *** [set_koha_permissions] Error 1
