Restructured ubuntu .packages files to include versioning and to have the
ubuntu-pkg-check.sh script use the versioning

Corrected a minor logic flaw which failed to tell the user which .packages file
they were using properly in the ubuntu-pkg-check.sh file. Caught it after the
fact.
