Restructured ubuntu .packages files to include versioning and to have the
ubuntu-pkg-check.sh script use the versioning (v3)

Third revision includes better error handling as encountered problems on 10.04

(none)* means that only CPAN or an external repository will be able to install
it.
(none) means that there is a library to install
Everything else should have a nice version number listed.
