Looks really good, and I think this is a really good feature. However, it fails
a javascript validation error when the patch is applied. To recreate, add two
active budgets, apply patch, refresh budgets page.

DataTables warning (table id = 'inactiveperiodst'): Requested unknown parameter
'1' from the data source for row 0
