The patch is good, except for one issue - it was requested for svc/import_bib
to be a drop in replacement for svc/new_bib. This patch changes interface, ie
makes a proper url encoded post param/value POST request. svc/new_bib has pure
XML in POST body.
Please check if that is fine.
