I like Kyle's implementation.  It puts the controls into system preferences,
which exposes more of the functionality to the librarian user.  It's also
immune to the cronjob timing issue that my implementation had.

One small nit-pick.  In circulation.pref, the class for
ExpireReservesMaxPickUpDelayCharge should be 'currency', not 'integer', like
maxoutstanding.  I'll fix this with my signoff.
