well, usually (at least in France) libraries with independantBranches=OFF are
"centralized". There is only one (or a small team) person responsible for
managing parameters. So yes, the librarian that is responsible for letters.pl
will be responsible for all the libraries.

QA comment:
* epic fail ( ;-) ) on this squashed patch = it removes the eXecutable flag on
updatedatabase.pl, so the update is no more working ! (I take care of restoring
it)

QUESTIONS:
* why did you not set the "html" flag on the result list ? (I won't reject this
patch for this reason, but I think it's *really* usefull)
* when you have a "mandatory" notice defined for a given library, it's not
possible to delete it (and switch back to the "default" notification). isn't
this a (small) bug ? was it intended ?

HOWEVER: this enhancement deserve a testing period as long as possible as it
changes many many files. So i'll push it now, and ask for as many tests as
possible on koha-devel
