This is an implementation of OCLC Connexion Gateway. I suppose it makes more
sense for people dealing with OCLC.
It also improves on svc/new_bib script in the way that it creates an imort
batch rather than adding bib records directly. Again, I assume it makes sense
to people using svc/new_bib. I do not know why svc/new_bib was implemented, I
just made a (hopefully more useful) drop in replacement.

I have documented implementation/usage details in the patch comments, and
connexion_import_daemon.pl help message is useful. I'm happy to expand, but
need some help, ie which documentation in particular and where.
