Tested in following conditions : 

maxreserves = 3

reservation rules for my library : 
2 serials
2 books

impossible to put a hold unless some rules are defined for default library, so
rule added :  default library / default itemtype / default patron : 5 

holds made : 
staff : 
2 serials OK 
+ 1 book : OK (total = 3)
+ 1 book  : alert message 'cannot place hold' (coming from maxreserves) 
without explanation, and I am able to force and validate the 4th hold
When the limit comes from issuingrules, hold can't be forced

opac : 
multiple holds at once : 2 serials + 2 books from basket : no alert at all

So I don't think it is what is wanted.
