A couple more comments: I mis-stated the plugins dir for a dev install, it is
koha-dev/var/lib/plugins.

Second, I have uploaded to example plugins, on is a tool, the other is a
report. Both should show up on the plugins home page, but only the tool show
show in the tool plugins page, and only the report in the report plugins page,
respectively.
