To answer your first question, yes that should probably be removed.  

Additionally, yes I think that LDAP auth configs should be user configurable. 
If you have any suggestions on where to configure it or how I'd love to hear
them before I proceed.  

I'll fix the anon bit when I hear back on if you have any ideas on the config.
