Adds more consideration for NULL suspend_untils, and formats them in ISO with
Koha::DateUtils::output_pref.  Modifies display layer to use KohaDates,
including in passed value in form.  Looks like all the necessary input points
are properly scrubbed for this formatting, so it should be fine.
