can't place hold

See attached. If you go to place a hold on multiple items in the OPAC it used
to say which ones you couldn't have but still let you place holds on the
others.  Now if one item is not available you can't place a hold on any of them
- the box makes it look like you can, but there is not place hold button and
the message says you can't have any of them.

I tested in 3.8 and master.
