In my test the link doesn't get passed to Twitter whether or not OPACBaseURL
begins with "http://". That requirement is problematic since the preference
instructs the user *not* to include "http://":

"The OPAC is located at http:// [ input ]"

I like the option to use a standard URL for the Twitter share option because it
means the user doesn't need to have JavaScript turned on. But if we can't get
it to work consistently I think my patch for Bug 7932 might be a better choice.
