Actually, I see your test now, Srdjan, scrolling down to the bottom of the
patch.  I can't tell what you're doing with StaticHoldsQueueWeight and
RandomizeHoldsQueueWeight.  Would we just get rid of those if the library
choses to work with the transport cost matrix?  Or would they somehow work with
the matrix?  Or take precedence over the matrix?

Also, what happens if you leave blank values in the matrix?
