Matthias, you are the original author of this patch, I assign it to you. Could
you verify these permissions are still useful (see Bug 7310)

and this rebased patch is correct ?

-> cat-toolbar.inc didn't apply anymore
-> cataloguing/additem.pl had a bug that caused dysfonctions in
limited_item_edition.

Moreover, I improved the whole patch in order to make it marcflavour-agnostic.
