I see following issues with CSS implementation as a solution for this. 

1) The advanced search page has two options: Fewer Options and More Options.
Both pages more or less contain the same content, thus hiding elements by
giving them unique id's, on Fewer and More Options pages independently, is
going to a bit tricky and clunky.

2) Library staff probably don't need to deal with CSS. It would be nice to have
an integrated solution for all librarians implemented in Koha. 

I think adding controls to system preferences is the best solution as it gives
librarians a chance to customize the advanced search page(s) to suit their
patrons needs.
