Seems like when I did the bulk of the NORMARC work I postponed the work on
authorities... Time to fix it! 

Part of the trouble is that NORMARC does not have a format for authorities, but
I will propose to reuse the MARC21 authorities stuff as much as possible. 

On a normal installation, the authorities stuff shows up, there are just not
any frameworks present, so I think this is more of a bug than an enh.
