Bug 7167: FIX typos & moving a script to a proper place

* renamed availables to available
* renamed already_knows to already_applied
* fixed FSF & copyright headers
* removing a "use strict" because we already had use Modern::Perl
* fixed a tiny typo in about.tt

* moving update.pl to misc/bin because it's a CLI script
