limited_item_edition works, however it is enabled by default. Thus I cannot
edit fields that I could pre-patch.

manage_shelves doesn't show up
merge_from_shelves doesn't show up

I think all the permissions that limit actions should be off by default.

If I am testing incorrectly please let me know!
