Seems like OPACISBD was a syspref to configure an OPAC specific ISBD view,
that's why it is a textarea.

Why not using 2 syspref in OPAC like in intranet : 
ISBD and OPACISBD : ISBD config for intranet/OPAC
viewISBD and OPACviewISBD : allow ISBD view in intranet/OPAC
