BK Fund has 29 encumbered

On the acq home page there is a table to the right with a summary of the funds.
 See my attached summary. It says $29 next to the Book budget which is right,
but if you click the 29 it only shows me 24 because the other 5 was a shipping
cost.  The breakdown of the orders that make up the total should show the
shipping charges as line items as well.
