bug 8712 - added labels to the "Search history" and "x" links in the top frame

1) Added labels to the above links to improve the accesibility.

   G131 of WAI guidelines: The objective of this technique is to ensure that
the label
   for any interactive component within Web content makes the component's
purpose clear.

2) Added a new class "off-left" to "opac.css" file to hide these labels from
appearing on
   the page.
