I think an action log for holds is a GREAT idea - it would be awesome if koha
logged the following regarding holds:

- logged in user who placed the hold
- where it was placed (opac or staff client)
- it's position at first creation
- any time its position is changed by a user (reordered manually)
- who deleted an unfilled hold
- how many times a hold has been skipped over for a user (like in the original
bug)
