I don't find that to be the case.

Another issue, which came up on IRC but should be noted here as well: The
registration confirmation messages are sent to the message queue, but the
message queue might not be processed in a timely manner. Others on IRC said
theirs were set to process as infrequently as once an hour. I think a delay as
long as one hour is contrary to the expectations many users will have based on
other web applications. As a result I think repeated self-registrations are
likely as people assume theirs didn't work.

I think this is a pretty serious concern.
